Good question. I would add a comment asking the original reporter, "How can I reproduce the defect? What steps do I need to do?" The report is written from the perspective of the code, the internals of the product. It does not describe the external impact of the defect. That's what makes it hard. Note: It is certainly possible for this defect to have no external impact for us to test.
