Hi,
one possible reason is that we have no reliable regressions information,
see my posting "Re: 4.1. Regressions" 2014-03-30 20:00 on QA list.
Without reliable information I will not risk to replace my stable
version by an RC, and there might be (regression) bugs what can not be
observed with server installations, only with real installations - and
intensive "real life" work with RC.
