Well, it does! I mean, all pieces are correct, but they are juxtaposed in a bad way that indeed does not clarify anything and leads to wrong interpretations.

Aim of the text is to say:
- Full installs have bundled dictionaries
- Language packs do not (not because of any policy, but simply because we haven't adapted them yet to do so; the link you see in the page goes to a bug report, for this reason) - All dictionaries have their independent schedule, so their updates are not necessarily aligned to the OpenOffice updates and their content is not controlled by the project.

If you want to rephrase the page to reflect these concepts in a clearer way, we can surely update it.

Wrong conclusions. It is a merely technical issue, see link in the original page.

Is it just me who sees a double standard here?
If they are NOT part of the Project then NONE of them can be included with
the Full Install...
I think Apache needs to make this license problem clear...

There is no double standard and no ambiguity (except for the badly written text). You will see a huge, successfully concluded, legal analysis at https://issues.apache.org/jira/browse/LEGAL-117

I hope this is just some confusion and that in the next version the
Dictionaries are also included in the Language packs (and the help page is
corrected)
