You should be able to change the order by simply clicking on the buttons in te order you want them to be.
This will basically bring the button you click on to the top of the stack and then when the dvdauthor.xml file is created the order should be kept accordingly. So the last step before the dvd creation should be to order your buttons and then save the project file. I hope this works as I explainbed.
