At work I have a script that creates a bootable Debian image using a
script around debootstrap.  It's just a couple dozend lines of code,
so I can probably release it easily.

Seed files work nicely because they don't require root. I've posted some tests in the past that use seed files to create a guest from an ISO (without requiring root privileges).

Something similar using febootstrap should be possible, too.
