From: Nicolin Chen <nicol...@nvidia.com> Allocates a s1 HWPT for the Guest s1 stage and attaches that to the dev. This will be invoked in a subsequent patch when Guest issues SMMU_CMD_CFGI_STE.
While at it, we are also exporting both smmu_find_ste() and smmuv3_flush_config() from smmuv3.c for use here.
