PortioList is an abstraction used for construction of MemoryRegionPortioList from MemoryRegionPortio. It is not needed later, so there is no need to allocate it dynamically. Also portio_list_destroy should be called to free memory allocated in portio_list_init.
This change spans several target platforms.
