I wondered because now the qemu-system-aarch64 lists the
'xlnx.pmu_io_intc' device as user-creatable.

I am in favor of having a single QEMU running different archs, so that
doesn't bother me.

Once there we'll probably need a Device::valid_arch_bitmask field.
