Sorry, although I did respin the PR I missed this one.  I had a long
frustrating day yesterday, I'm afraid.

Since this only affects powernv, which isn't really fully stable to
begin with, and is essential to actully use the other powernv POWER9
changes which were merged, I've put this into ppc-for-4.0.

I'll make the case to put it in during the soft freeze, but it's
possible it will have to be punted to 4.1.
