Sorry, although I did respin the PR I missed this one. I had a long frustrating day yesterday, I'm afraid. Since this only affects powernv, which isn't really fully stable to begin with, and is essential to actully use the other powernv POWER9 changes which were merged, I've put this into ppc-for-4.0.
