Commit 81f49add71f7b095ef770a05f3c718b14c89b586 "RISC-V: Minor fix in arch_cpu_nascent_init()" in Xvisor fixes the boot issue. So it looks like it's an Xvisor bug. I'm guessing that Xvisor doesn't correctly handle the /cpus/cpu-map/cluster* nodes as they don't have a "device_type". Unfortunately this means that Xvisor won't work on QEMU with a < 0.6 Hypervisor extension. I'll merge this series on top of my "Update the Hypervisor spec to v0.6.1" series when it is reviewed.
