unlike mstatush, menvcfgh/henvcfgh will be accessed directly to do runtime
predicate for stimecmp/vstimecmp.

We have to do the 32 bit shifting during every check which makes the code
hard to read
at the cost of 2 ulongs.

IMO, having separate variables is much simpler.
