Try looking in the installed directory. There may not be a command named only "qemu.exe", only ones named according to the exact kind of computer virtualized. For example qemu-system-i386.exe for a 32 bit PC, qemu-system-x86_64.exe for a 64 bit PC etc. I haven't tried qemu on Windows, so just guessing.
