Why user space qemu gdbstub dose not handle the ^C

Hi,

GDB stub of user space qemu dose not handle the ^C (SIGINT) that sent from GDB 
while debugging. is there any historic reason for lack of this feature? whereas 
system mode qemu gdbstub perfectly handle the ^C.
