Hi Paolo

You don't need the admin.sld if you work with the project file as a 
configuration. 'admin.sld' is still supported for backwards compatibility (also 
because it uses the same code as parsing SLD sent by clients).

The publish to web plugin in this form is not necessary any more. In future, 
it would however be usefull to turn it into a graphical editor for the 
mapserver related properties in the project files.
