Unless there is a french QGIS community member (or support company) is
working on it, it is unlikely. If noone is working on it, it would be
good if the french QGIS community could collaborate and come up either
with the developer resources or funding and pay a developer (or QGIS
support company) to implement it.
In Switzerland we also have a country specific format used for all sorts
of official data, called Interlis. The Kanton of Solothurn paid for the
development and the plugin is available for all Swiss QGIS users - which
is nice.
