Dear Authors of MCElite and MMQgis and all others plugin Authors! :) Please keep version numbers in __init__.py and repository xml synchronized. Otherwise Qgis proposes false upgrade again and again.
It's very good practice to always test plugin upgrade after upload. Instead of developing your plugin in ~/.qgis/python/plugins , you can just put a symlink to your development directory there and restore it after every test.
