Yeah I had this issue when trying to build Qgis on windows. I just moved the whole GnuWin32 to C:\GnuWin32 and re ran cmake to point it to the new path.
Uninstalling GnuWin32 and reinstalling into C:\GnuWin32 might be better then just moving the folder. Hope this helps.
