I like the idea of grouping "add layer" icons.
Do you remember concept of two general interfaces from hackfest?
1. Normal GUI - for beginners.
2. Advanced GUI - for advanced users (shortcuts), notebooks.
This can be first step. Second could be user customization of advanced GUI.

If we could offer a premade switch from current normal to "optimized for
space", that would be really neat. I wouldn't want to hide important

screen use better.
As for the refresh button, I do use it occasionally, but can't remember
exactly the context. While it would be nice to think we can get all the
render bugs out, there is always a chance of one and a refresh button is
a good way out.

Adding layers is something you don't do very often, while navigation is
something you do frequently/always. The only button I never use in the
navigation toolbar is the "Refresh" button. I don't know why this
buttons exists. If you have to refresh than it is a bug that should be
fixed. Otherwise this buttons makes no sense.
Talking about reorganizing buttons: wouldn't the two "bookmark
(show/new)" buttons better belong to the map navigation toolbar than to
the "Attributes" toolbar?
