Sorry, wrong procedure!
In the raster properties dialog box, simply "Load style..." and
navigate to the qml file.
Then go to the Colormap tab and the labels should be displayed.

Perhaps, using a qml file based on your colour palette (csv) would do
it?
Please try one of the attached qml files:
- GRID_CODE.qml for classification of colours in function of the grid
code (1-44)
- CLC_Code.qml for classification of colours in function of the CLS
(111-523)
Unzip the attached file.
Open QGIS
Load the Corine raster
Open its properties dialog box
Set the Style->Color map to 'Colormap'
In the Colormap tab, load the CLC_Code.qml. You should have the
labels displayed alongside the colours.
