This is "normal" behaviour. It is the same situation than with the
label. They are two generations of diagrams. The second generation uses
the PAL library for diagram placement that integrates with the label
engine. It avoids overlapping between labels and diagrams. Furthermore
you can combine manual with automated placement in the same layer. The
reason the old diagram overlay is still there, is that the bar charts
had'nt yet been ported to the new diagram engine. Simply a lack of time.
With QGIS 1.8, only the new engine will be present.
I know - it is not ideal.
