xerces-c-vc9-3.1.1-1.tar.bz2 was gzipped instead of bzip2ed. Fixed in xerces-c-vc9-3.1.1-2.tar.bz2. But appearently only creatensis.pl has a problem with that. c BTW: in a few countries, including Italy, download.osgeo.org is not reachable > through major ISP (e.g. Telecom).
