IMHO you underestimate the important point for FOSS(GIS) that we need
to aim at quality and stability, not the low price. Postponing releases is
common and usually motivated. Happens in the proprietary world, too.

by now, 1.7 has already been postponed for months and the situation hasn't improved : many work, few hands. We can call it an alpha version but let's put it out in the field so people who need these features can use them without ressorting to gosgeo4w/dal-dev. This way the tools are here for those who want and the sign "danger zone, do not switch" is present for those who don't.

Lessons can be learned without blocking the situation, for example not merging a single new feature if the blocking bug count is above ten like the drupal's maintainers do.
