Hi, it's possible! Take a look at [1] (in Spanish). I have also implemented that in the pgAdmin's PostGIS viewer [2] (in English), where you can find a zip file [3] with the code. Basically you need to expose your application's functionality through a QgisInterface class. I've created another class called Plugins to read and load existing plugins from a specific directory.
