Apparently a series of unfortunate events, including a DDOS attack, have 
rendered the ability to upload new plugins to 
http://pyqgis.org/manager/python_plugins inoperable. I wonder if we can move to 
the new repository by including the URL in the plugin installer (already in 
master) and direct all new plugin uploads to the new site. 

I spent a couple of hours trying to sort out the issues with the current 
contributed repo with no luck. It will take me a bit of time to sort it out, 
which unfortunately feels a lot like wasted time since it is going away soon. 

The repo continues to provide downloads of existing plugins---just the ability 
to upload a new zip is broken.

Thoughts?
