Hi Richard, Thanks for your very clear answer! I have updated the page http://hub.qgis.org/wiki/quantum-gis/Bugreports with more detailed instructions. (If it is possible, removing the "New issue" link at http://hub.qgis.org/projects/qgis-user-plugins might help some users, since the link will always trigger an error message. Alternatively, the link could go to a page saying that you have to go to a plugin sub-project first).
