Would it make sense to have a single plugin project (in
http://hub.qgis.org/projects/qgis-user-plugins/) for all plugins which
have no project (yet)?  This would allow for a central place and
unique interface to file bugs, patches and upload files. After some
time the plugin maintainer could create a dedicated project for the
plugin.
