This discussion goes somewhat similar as it was in the "dark days of hacking" when there was no requirement to add a unit test in new contributions to mature projects: Of course the code works without and it hopefully does its job for the contributor. But then, the arguments succeeded that it's the original author - i.e. who knows the code best - which the one who should add the unit tests too.
