I don't know anything about qgis server, but shouldn't some gui stuff
be disabled when building only qgis server?
QGIS server itself does not need the gui library, only core and
analysis. But it uses the data providers and the provider libs can use
dialogs from gui lib (e.g. WMS provider lib uses QgsNewHttpConnection).
Of course those parts of the provider libs are not used by the server,
but the gui lib is still needed to link.

My advice for now: comment-out the offending line(s), it won't do much
harm - the min/max picker will probably not work.
