I am also using the current master.
If am using the "categorized" or "simple" or "" renderer, there is a
"Advanced" button in the bottom right where one can choose a rotation or
scale attribute. This button and choice is not available with the
rule-based renderer.
You are right - I can use the ellipse renderer with the rule based
renderer, but I would also need it for simple symbols and SVG symbols
and for those, we cannot have data-defined settings.
So it seems that the symbology system is not yet consistent and
complete.

I only have qgis Master here, but I can specify the rotation in the
rules I create. The data-defined rotation only works for ellipse
symbols, but this issue is not related to the rule-based renderer.
Which version are you using ?
