Hi,

I'm almost at the point where I will submit a pull request.

Main changes:
* The vector layer cache is integrated with the new vector layer API architecture... It's not yet absolutely bullet proof, but works pretty nice already and everybody can write an own cache index for it (this means, if somebody wants to write a geometry based caching index, you're ready to go. GSOC maybe?)
* I added some tests as well
* Ported over as much as possible to GUI, so it's available in the lib (and hopefully soon in python, once the API seems more stable to me)

In case somebody wants to have a look before it gets into master (I hope it gets accepted...) now is the last call.
