Sorry if it is not the right place to report.

I have an account on hub.qgis.org. I can add comments to tickets and
create tickets.
But a ticket cannot be assigned to me (which would be the case for
http://hub.qgis.org/issues/7408 for instance), except for tickets that I
created (http://hub.qgis.org/issues/6484).

My name or account name does not appear in the "Assigned to" drop down
menu. Did I miss something ?
