Hi,
I have a problem when using a local repository when a proxy is set. It
seems that the proxy exceptions are not honored.
I created an issue:
http://hub.qgis.org/issues/8092
In the proxy tab there is a list of proxy exceptions and this seems to
be ignored.
Thank you if someone with knowledge on the Python plugin installer
could have a look at this problem.
