But the Ubuntu GIS unstable doesn't include master builds does it?

That's the way it's always been, qgis.org packages are built against stock 
ubuntu. It's a less complicated/cleaner approach. If you want newer deps you 
use ubuntugis. Generally mixing the 2 repos does not play nice.

It should actually be possible to setup a launchpad recipe to rebuild master in 
ubuntugis-testing or some other ppa and it is quite easy to recompile master 
oneself too.
