I would guess the plugin needs to be built against latest 1.11 stable source to remove that question from the debugging process. I am also unsure if the 2.3.0-81 nightly build includes the file filter commit; though that commit may have nothing to do with QGIS 'supporting' the format, since it is provided by OGR. Does it list "Systematic Organization of Spatial Information [SOSI]" in the filter list in the vector layer open dialog? Can you share the test data file (if different than the one listed on the GDAL/OGR wiki)?
