Another thing to consider in this context is that there are open issues with the gdal-sosi package on Windows[1]. Given that the sosi-driver-plugin works properly with GDAL, but not in QGIS it might be good to have it in OSGeo4W, but not necessarily in the QGIS stand-alone installer or as a dependency of the qgis-full-package (yet)? So, a workaround could be to just remove it from qgis-full dependency list...
