I upgraded ubuntu 14.04 to qgis 2.8 yesterday from 2.6. I ended up with the python-qgis at 2.8 - but (i have no clue if this is right or wrong) I have several other libraries still at 2.6 like libqgispython and a few others.

This seems to be a perpetually unresolved bug. Had this same issue
upgrading to 2.6 on ubuntu systems. I'm not sure what needs to change in
the Debian control file to do this right.
