Even when the PyCSW code is not included in QGIS, having QGIS depend on PyCSW will require it to move to contrib, because packages in main cannot depend on packages in non-free. If there is no dependency on PyCSW and QGIS only generates a config file or something will allow QGIS to stay in main.
