If it were my budget, then yes, I would consider it, so long as enough others did so as well, to get the hours required for it to have an effect. That figure is roughly the support for 1 year's support for a proprietary GIS for a single user (very roughly, from memory), so I would hope that many organizations using QGIS would consider it.
