Indeed - identify tool or value tool are often not good enough when one
wants to investigate values of many cells.

If I understand your wish correctly, this is already possible: in vector
layer's properties - Labels page - click the upper-right button to open
(global) labeling engine configuration - uncheck "Show partial labels".
Will this work in QGIS server, too? I mean: when a map is requested
through WMS a bbox is sent in the request. Won't there be any partial
labels at the edge of the bbox?
