I don't think a move off GitHub is even being considered, is it? Anyway, I'm all for a readonly osgeo git mirror of the GitHub repository, on the condition that we can disallow contributors from submitting pull requests via osgeo git. If that was allowed there'd just be too much fragmentation, and reviewing and maintaining the PR queue would be even more difficult then it currently is.
