The advantage of a .dev folder would be that once a stable .qgis3 is
released, everybody who developed or tested before would start with a
clean setup for production work. Without any leftovers from leftovers
from early development versions which were almost equal to qgis 2 or
from temporarily added functionality which got removed again in the same
development cycle.
