I've just installed QGIS 2.16 Windows 64 bit version from "http://qgis.org";. The installation run smoothly, but when you start QGIS 2.16, It barfs with an python error and won't enable/start python plugins.

The error stems from the use of "ø" in the installation directory: "C:\Program Files\QGIS Nødebo".

The "ø" character is misrepresented in some of the path values in the "python-path" variable.

A quick workaround is to change the installation directory to ex. "C:\Program Files\QGIS Noedebo". In that case QGIS 2.16 starts without a hitch.

The error is reported as defect #23317
