You may be better off asking the OSI - https://opensource.org/ - I'd guess this 
is the sort of thing they can help with, or at least point you in the right 
direction.

I have a potential client who wants to use QGIS API in their app. They live in 
a complicated bureaucratic  world and need to get legal advice to ensure they 
are properly GPL v2 or greater compliant. Does anyone know of a good lawyer who 
deals with this stuff? Preferably someone you have used before that you can 
vouch for? And no simply reading the license is not enough for them they need 
to have legal review.
