The QtWebKit Python bindings were removed from Debian Stretch, and I guess 
consequently from ubuntu 16.04 also.You can look at a solution that will 
probably work for your case at

not here, qgis 2.16.2 ubuntugis-unstable on ubuntu 16.04 still segfaults 
when i use qgis2web

to the qgis developers: could someone explain the qt/webkit bug which is 
causing all these plugins to fail? there are several of them, all appear 
to have issues with displaying web pages via webkit.
