If you want a bit fancy approach, you can do some thing like this:

https://github.com/inasafe/nightly.inasafe.org 
<https://github.com/inasafe/nightly.inasafe.org>

We use it to produce nightly builds - repo page looks like this:

http://nightly.inasafe.org <http://nightly.inasafe.org/>

Otherwise simply host the xml file and the zip file at some URL and point your 
users to it e.g.

http://nightly.inasafe.org/plugins.xml <http://nightly.inasafe.org/plugins.xml>
