I strongly agree with a menu for qgis-system-wide stuffs, position can be disscused with UX group (I hope without locking with Apple UX policies that are too much marketing guided)
I would suggest to use the same vertical "..." menu used in Chrome, Firefox, OpenLayers etc etc as in the attached image. Calling QGIS a menu inside QGis could be redundant.
