[Qgis-developer] cannot submit a new issue to qgis-redmine

I'd like to add a ticket to redmine but it seems that my account is 
unable to add new issues.
I'm correctly logged to the system and I can explore previous issues but 
I cannot figure how can I add a new one.
Maybe I must wait for authorization?
