No - it's a plugin specific bug, so should be filed with the plugin. However, I'd strongly suggest using the native XYZ tile provider which is present in QGIS 2.18 (see https://www.qgis.org/en/site/forusers/visualchangelog218/index.html#feature-native-support-of-xyz-tile-layers). It has full support for rotation in canvas and composer maps (neither QuickMapServices nor OpenLayers plugin support this). It's also much more responsive when navigating maps.
