That's because it's a QGIS 3 plugin. It had a wrong qgisMinimumVersion in the 
metadata in the previous versions.

By the way, I couldn't load go2mapillary in 2.18.14 via the plugin manager - I 
get "cannot import name QgsDataSourceUri".
