For compiling, that should be no problem.

Since 4.3 has been out for 2 years and contains many new features, I would
even say 4.3.

But for the reading of Databases from older versions and running with older
versions is problematic.

The present QgsSpatiaLiteProvider does not deal with this well, whereas the
proposed new version (for QGis 3.2) does.
